Using Activepieces as invisible backend via REST API only — does multi-tenant (one project per user) require a paid license?

I want to self-host Activepieces and use only the REST API (not the JS SDK) to create one isolated project per user programmatically. Is this available in the Community Edition under MIT, or does it require a paid license?
